Capability

A capability is an ability to perform a defined kind of work. Organizational capability depends on the people, authority, procedures, and systems that make the work possible. Owning a resource is not the same as demonstrating that ability.

Name an observable action

“Have a platform” describes an asset. “Restore the service after a failed release” describes a capability. A recovery exercise can show whether a designated operator can execute the procedure under the tested conditions.

A certificate or training session may support preparation, but it does not show that the whole workflow operates.

State the boundary of the claim

Success in one branch or with one operator does not establish capability everywhere. Record the task, conditions, dependencies, and evidence. Maturity examines how reliably the capability is maintained; an individual learner's ability to explain it is a different claim.
