Total Cost of Ownership
Total cost of ownership, or TCO, is the estimated cost of acquiring, operating, and eventually replacing a solution over a stated period and workload. It includes more than the license or subscription. GOV.UKโs purchasing guidance asks teams to understand as much of the full cost of building or buying a product as possible before committing.
The subscription is the first line, not the total
Suppose a lookup service costs \$1,000 per month. Over three years the subscription alone is 1,000 ร 36 = \$36,000. Add illustrative integration and migration work of \$18,000, compute and storage of \$6,000, and staff time for review, support, and training of \$9,000, and the three-year figure becomes \$69,000. Monitoring, data transfer, and the cost of leaving at the end may add more. None of these numbers describes a real product; they show which lines a comparison has to contain.
Internal staff time is a cost even when no invoice arrives. โFreeโ software still needs someone to operate, patch, and support it, and a cheap model call can sit inside a workflow that is expensive because every answer must be reviewed.
Compare on the same period, workload, and scope
Two options can only be compared when both are priced over the same horizon, the same demand, and the same set of tasks. Show sensitivity: if lookup volume doubles, usage-priced inference and review effort may double while a flat license does not, and the cheaper option today can become the dearer one. State the assumptions and give ranges rather than a single confident number.
Cost is not the same as acceptability. An option that fails a mandatory condition is not made acceptable by a lower TCO, and TCO is not a measure of benefit. GOV.UKโs lock-in guidance adds that the cost and time to exit belong in the same estimate; a solution that is cheap to enter and expensive to leave has a higher total than its first year suggests.
